The implementation of Plan S was postponed by one year

In may the final implementation plan (taking into account responses by researchers, publishers, libraries etc.) for Plan S was released. Plan S is a program for advancing open access by CoalitionS of European science funders. In the implementation plan open access is defined more widely, the deadline is postponed to 2021 and regulations concerning article prosessing charges and responsible research assessment, among others, are streamlined. There is some doubt, however, whether the Plan S is realistic, because in 2019 there has been no significant increase in the number of the funders taking part in Coalition S. It is widely thought that successful implementation of the Plan S requires global effort which has not been the case so far. (Markku Roinila)
